LONDON (Reuters) - Britain boosted its offer of aid to France and African governments on Tuesday to help them counter Islamist militants in Africa, but was careful to limit the scope of its support amid fears it could be dragged into an Afghanistan-style quagmire.
Defence Secretary Philip Hammond told parliament that up to 240 soldiers could take part in missions to train African troops, and that at least 90 more are already taking part in logistical operations to support French troops fighting in Mali.
"The UK has a clear interest in the stability of Mali and ensuring that its territory does not become an ungoverned space available to al Qaeda and its associates," Hammond said.
"We are very clear about the risks of mission creep and we have defined very carefully the support we are willing and able to provide," he added.
British troops will not have a combat role, he said.
Britain will withdraw some 9,000 troops from a long and costly mission in Afghanistan by the end of 2014, and the public - squeezed by spending cuts to fix a big budget deficit - has little appetite for another expensive military adventure.
In contrast to previous major military operations in Iraq and Afghanistan, Britain now says it is better to have limited Western military interventions, and that local forces - with Western backing - should take the lead in ensuring security.
Hammond played down the prospect of long-term Western involvement in Mali, saying that France had assured him of a "short intervention" to stabilise the situation on the ground, and that African and Malian troops would then take over.
Up to 40 of the troops Britain has offered are for a European Union training mission in Mali, and up to 200 are for a regional African Union-led training mission involving anglophone West African countries such as Nigeria, Ghana and Sierra Leone.
British logistical and equipment aid to Mali has so far included the use of two C-17 transport planes and a Sentinel surveillance plane based at Dakar in neighbouring Senegal.
In response to a French request on Sunday for more help, Britain said it would also offer a ferry to transport French troops and equipment, and allow France and its allies to use U.S. bases in Britain to refuel aircraft.
Britain has also offered to set up a "Combined Joint Logistics Headquarters" in Mali, but France believes such a facility is not needed for now, Prime Minister David Cameron's spokesman said.

NEW YORK (Reuters) - Celebrity newswoman Barbara Walters, who was hospitalized earlier this month after falling and injuring her head, is recovering from chicken pox, her co-host Whoopi Goldberg said Monday on "The View" talk show.
Goldberg said Walters, 83, who is in a New York hospital, has been told to rest and is not receiving visitors.
"You all know that she fell and cut her head 10 days ago and then was running a temperature," Goldberg said on the show.
"But it turns out it is all the result of a delayed childhood. Barbara has the chicken pox," Goldberg adding, saying Walters had never had the illness as a child.
Walters, 83, had been admitted to a Washington hospital during President Barack Obama's inauguration weekend after she fell and cut her head at the British ambassador's residence, her network ABC said.
Goldberg joked: "She's been told to rest, she's not allowed any visitors, and we're telling you, Barbara, no scratching."
ABC-TV said Walters, who created the long-running talk show after working decades as one of television news' best-known journalists, was transferred to a New York hospital late last week from Washington and was expected to be discharged soon.
Despite Goldberg's light-hearted remarks about the illness, usually associated with children, chicken pox can be serious for adults and the elderly, accompanied by more severe itching from hundreds of blisters.
Headaches, fever and chills, sometimes leading to pneumonia, can follow if the illness is not properly treated and precautions are not taken, or if the patient has a compromised immune system.

In the context of slow-jamming the news on "Late Night with Jimmy Fallon," that's what. The "Rock Center with Brian Williams" host returned to the "Late Night" stage and along with The Roots, broke down a complicated news issue, R&B style.
While Williams, Fallon and the Roots tend to be the stars of the slow-jam show, another member of the NBC family got a shout-out in the fiscal cliff breakdown -- TODAY's Al Roker. Roots member Tariq Trotter cleared up the United States' debt situation singing, "The United States clearly couldn't get any broker, gotta liquidate its assets, like Al Roker."?

KITZBUEHEL, Austria (AP) ? Marcel Hirscher won a World Cup slalom for the 10th time in his career Sunday, drawing roars from a home crowd that included Austria-born Arnold Schwarzenegger.
Hirscher became the first Austrian since Klaus Kroell in 2009 to win a race at the Hahnenkamm event, one of the classic stops on the men's World Cup calendar.
Ivica Kostelic of Croatia won the combined, which adds the slalom results to those from Saturday's downhill. He became the first skier to win that competition four straight years.
Hirscher was third in the opening leg but was fastest in the second run to finish in a combined time of 1 minute, 44.34 seconds for his 17th career title. It was Hirscher's first victory in Kitzbuehel.
"If you want to be among the greatest skiers, you have to win in Kitzbuehel at least once," Hirscher said. The defending overall champion extended his lead in both the overall and slalom World Cup standings.
In the overall title race, Hirscher has 1,035 points to lead Norway's Aksel Lund Svindal by 114.
Felix Neureuther of Germany was 0.77 back in second, and Kostelic finished third, 0.91 behind Hirscher. Ted Ligety of the United States was among those who failed to finish.
Ligety skied out after five gates, failing to score points for a second straight day after missing a gate in the downhill. He finished sixth in Friday's super-G and remained in third place in the overall standings with 736 points.
"Kitz weekend started well but went sideways fast. Literally and figuratively," Ligety wrote on Twitter.
In the combined, Frenchmen Alexis Pinturault and Thomas Mermillod Blondin were second and third. Kostelic matched Norway's Kjetil Andre Aamodt's record of six straight podium finishes in this event.
Hirscher, who was beaten by Neureuther in a slalom in Wengen, Switzerland, last week, has won five races and finished on the podium 13 times this season.
With each victory worth 100 points, the Austrian has now gained a stunning 700 points in eight slaloms this season. Neureuther trails him by 134 points in second.
"It's not getting easier, the pressure is immense," Hirscher said. "If you get so many podiums in one season, you expect yourself to finish top five in each race."
Hirscher used an attacking yet error-free second run to win the race after trailing Stefano Gross and Giuliano Razzoli in the opening run. Both Italians, however, had costly mistakes in their final runs and finished 11th and fourth, respectively.
"It was a very, very tough race," Neureuther said. "In the second run, I raced tactically smart. Marcel showed the aggression you need to win here. He was always going to be the man to beat."
Kostelic called himself fortunate after finishing on the podium despite being more than 0.4 seconds off the top three in his opening run.
"I was lucky today and I wasn't expecting a top-three finish anymore," said Kostelic, adding that he admired the run of Austrian veteran Benjamin Raich. "I was inspired by the way Benni was skiing today."
Raich posted the second-fastest time in the final leg, just 0.10 slower than Hirscher, to climb from 25th to fifth place.
In a difficult first run, 28 racers failed to finish. The slalom gates were placed by Italian technical coach Jacques Theolier after an initial course set by Croatia's Ante Kostelic, father of Ivica and former women's overall champion Janica, was rejected as being too difficult by the international ski federation.
According to men's race director Guenter Hujara, the course was "unskiable" and Kostelic refused to change it, prompting the jury to ask the Italian team to replace the gates.
The new course still proved challenging, with Ligety, Mario Matt of Austria, Manfred Moelgg of Italy, last year's winner Cristian Deville of Italy and slalom world champion Jean-Baptiste Grange of France unable to finish.
This is the last season Kitzbuehel will run the classic combined event of downhill and two slalom runs on consecutive days. The competition is likely to be replaced next year by a super-combined event with a speed race and one slalom run on the same day.
A limited group of slalom skiers will take part in a city event in Moscow on Tuesday, the last World Cup race before the Feb. 5-17 world championships in Schladming, Austria.

TEHRAN, Iran (AP) ? A senior Iranian official says his country considers any attack against Syria an attack on itself, one of the most open statements of support yet by Tehran to its ally.
Ali Akbar Velayati, an advisor to Iran's Supreme Leader Ayatollah Ali Khamenei, was quoted by the semiofficial Mehr news agency on Saturday as saying that Syria plays a major role in the "resistance front" of anti-Israel states and militant groups.
"For this same reason, an attack on Syria is considered an attack on Iran and Iran's allies," he says.
Iran is Syria's most important ally in the Middle East. Tehran has provided President Bashar al-Assad's government with military and political backing for years, and has kept up its strong support for the regime since the uprising began in March 2011.

NEW YORK ? Five years after the start of the Great Recession, the toll is terrifyingly clear: Millions of middle-class jobs have been lost in developed countries the world over.
And the situation is even worse than it appears.
Most of the jobs will never return, and millions more are likely to vanish as well, say experts who study the labor market. What?s more, these jobs aren?t just being lost to China and other developing countries, and they aren?t just factory work. Increasingly, jobs are disappearing in the service sector, home to two-thirds of all workers.
They?re being obliterated by technology.
Year after year, the software that runs computers and an array of other machines and devices becomes more sophisticated and powerful and capable of doing more efficiently tasks that humans have always done. For decades, science fiction warned of a future when we would be architects of our own obsolescence, replaced by our machines; an Associated Press analysis finds that the future has arrived.
?The jobs that are going away aren?t coming back,? says Andrew McAfee, principal research scientist at the Center for Digital Business at the Massachusetts Institute of Technology and co-author of ?Race Against the Machine.? ??I have never seen a period where computers demonstrated as many skills and abilities as they have over the past seven years.?
The global economy is being reshaped by machines that generate and analyze vast amounts of data; by devices such as smartphones and tablet computers that let people work just about anywhere; by smarter, nimbler robots; and by services that let businesses rent computing power when they need it, instead of installing expensive equipment and hiring IT staffs to run it. Whole employment categories, from secretaries to travel agents, are starting to disappear.
?There?s no sector of the economy that?s going to get a pass,? says Martin Ford, who runs a software company and wrote ?The Lights in the Tunnel,? a book predicting widespread job losses. ?It?s everywhere.?
The numbers startle labor economists. In the United States, half the 7.5 million jobs lost during the Great Recession were in industries that pay middle-class wages, ranging from $38,000 to $68,000. But only 2 percent of the 3.5 million jobs gained since the recession ended in June 2009 are in midpay industries. Nearly 70 percent are in low-pay industries, 29 percent in industries that pay well.
In the 17 European countries that use the euro as their currency, the numbers are worse. Almost 4.3 million low-pay jobs have been gained since mid-2009, but the loss of midpay jobs has never stopped. A total of 7.6 million disappeared from January 2008 through last June.
Experts warn that this ?hollowing out? of the middle-class workforce is far from over. They predict the loss of millions more jobs as technology becomes even more sophisticated and reaches deeper into our lives. Maarten Goos, an economist at the University of Leuven in Belgium, says Europe could double its middle-class job losses.
Some occupations are beneficiaries of the march of technology, such as software engineers and app designers for smartphones and tablet computers. Overall, though, technology is eliminating far more jobs than it is creating.
To understand the impact technology is having on middle-class jobs in developed countries, the AP analyzed employment data from 20 countries; tracked changes in hiring by industry, pay and task; compared job losses and gains during recessions and expansions over the past four decades; and interviewed economists, technology experts, robot manufacturers, software developers, entrepreneurs and people in the labor force who ranged from CEOs to the unemployed.
The AP?s key findings:
? For more than three decades, technology has reduced the number of jobs in manufacturing. Robots and other machines controlled by computer programs work faster and make fewer mistakes than humans. Now, that same efficiency is being unleashed in the service economy, which employs more than two-thirds of the workforce in developed countries. Technology is eliminating jobs in office buildings, retail establishments and other businesses consumers deal with every day.
? Technology is being adopted by every kind of organization that employs people. It?s replacing workers in large corporations and small businesses, established companies and start-ups. It?s being used by schools, colleges and universities; hospitals and other medical facilities; nonprofit organizations and the military.
? The most vulnerable workers are doing repetitive tasks that programmers can write software for ? an accountant checking a list of numbers, an office manager filing forms, a paralegal reviewing documents for key words to help in a case. As software becomes even more sophisticated, victims are expected to include those who juggle tasks, such as supervisors and managers ? workers who thought they were protected by a college degree.
? Thanks to technology, companies in the Standard & Poor?s 500 stock index reported one-third more profit the past year than they earned the year before the Great Recession. They?ve also expanded their businesses, but total employment, at 21.1 million, has declined by a half-million.
? Start-ups account for much of the job growth in developed economies, but software is allowing entrepreneurs to launch businesses with a third fewer employees than in the 1990s. There is less need for administrative support and back-office jobs that handle accounting, payroll and benefits.
? It?s becoming a self-serve world. Instead of relying on someone else in the workplace or our personal lives, we use technology to do tasks ourselves. Some find this frustrating; others like the feeling of control. Either way, this trend will only grow as software permeates our lives.
? Technology is replacing workers in developed countries regardless of their politics, policies and laws. Union rules and labor laws may slow the dismissal of employees, but no country is attempting to prohibit organizations from using technology that allows them to operate more efficiently ? and with fewer employees.
Technological innovations have been throwing people out of jobs for centuries. But they eventually created more work, and greater wealth, than they destroyed. Ford, the author and software engineer, thinks there is reason to believe that this time will be different. He sees virtually no end to the inroads of computers into the workplace. Eventually, he says, software will threaten the livelihoods of doctors, lawyers and other highly skilled professionals.
Many economists are encouraged by history and think the gains eventually will outweigh the losses. But even they have doubts.
?What?s different this time is that digital technologies show up in every corner of the economy,? McAfee says.
Peter Lindert, an economist at the University of California, Davis, says the computer is more destructive than innovations in the Industrial Revolution because the pace at which it is upending industries makes it hard for people to adapt.
Occupations that provided middle-class lifestyles for generations can disappear in a few years. Utility meter readers are just one example. DUBLIN (Reuters) - Beef containing horse DNA that was supplied by an Irish company to major food companies like Tesco originated in Poland, Ireland's agriculture department said on Saturday.
The British food industry has been rocked by the revelation retailers sold beef products that contained horse DNA, a scandal that has also left Ireland's 2 billion euros (1.6 billion pounds) beef industry reeling from the knock-on effects.
Results of tests showed that Polish ingredients used by Irish burger manufacturer Silvercrest contained 4.1 percent horse DNA, the agriculture department in a statement.
It said further tests of the Polish ingredient concerned showed up to 20 percent horse DNA content relative to beef, confirming the raw material from Poland to be the source of equine DNA content in certain burgers.
Tests on samples taken from Irish food ingredients were negative for equine DNA and agriculture minister Simon Coveney said the results maintained the integrity of Irish food production.
Burger King, one of the most popular fast-food chains in Britain and Ireland, said on Thursday it had stopped using Silvercrest's products. There was no horse DNA found in products sold by Burger King.
Smaller retail chains Aldi, Lidl and Iceland have also sold beef products found to contain horse DNA.
Silvercrest's parent company ABP Foods reiterated the plant had never knowingly sold equine products and that it would appoint a new management team, independently audit third party suppliers and source all future raw material from Britain and Ireland.
Tesco, which withdrew from sale all products supplied by Silvercrest, said in a statement that the source of horse DNA identified by the department correlated with the results of its own investigations at the plant.
Food safety experts say horse DNA poses no added health risks to consumers, but the discovery has raised concerns about the food supply chain and the ability to trace meat ingredients.

I was reading an article this morning about getting air deals by combining segments where there are deals available with other separate flights. For example, instead of flying SFO-IST-SFO, fly SFO-IAD-SFO, and separately ticket IAD-IST-IAD, because Turkish Airlines has a deal going on between Dulles and Istanbul that would save us close to $1000. Of course, that means there's a risk of missing the IAD-IST flight or the IAD-SFO flight if the other flight is delayed or cancelled. So, I was wondering if there's trip insurance available that would cover this possibility (basically, pay to get you where you were going if you miss the second flight because the first flight is delayed or cancelled).

WASHINGTON (Reuters) - A U.S. trade panel that specializes in patent disputes will review a potentially key decision in the patent fight between Samsung Electronics and Apple Inc over smartphones and tablets.
The panel, the International Trade Commission, also sent part of the dispute back to judge, who ruled in October that Samsung, the world's top maker of smartphones, infringed four Apple patents but did not violate two others.
The full commission said on Wednesday it would review the judge's decision, and asked the agency judge to take a second look at portions of two patents where he had found that Samsung infringed.
One of the patents in question allows the use of a headset with the smartphone while the other allows the device to show an image on a screen with a second, translucent image over it.
Apple had filed a complaint in mid-2011, accusing Samsung of infringing its patents in making its Captivate, Transform and Fascinate smartphones, as well as the Galaxy Tablet.
Apple is waging war on several fronts against Google, whose Android software powers many of Samsung's devices. The battles between Apple and Samsung have taken place in some 10 countries as they vie for market share in the booming mobile industry.
The case at the International Trade Commission is No. 337-796.

After years of trying?and failing?to get climate-change legislation through Congress, top Senate Democrats are publicly ready to hand over the power to President Obama and the Environmental Protection Agency.
?A lot of people don?t recognize that EPA has huge authority to reduce carbon in the air,? Senate Environment and Public Works Committee Chairwoman Barbara Boxer, D-Calif., said at a briefing Tuesday.
?A lot of you press me ? on: ?Where is the bill on climate change? Where is the bill?? There doesn?t have to be a bill,? Boxer told a group of reporters in her office in the Hart Senate Building. ?There will be many approaches, but I?m telling you right now, EPA has the authority in the transportation sector, in the electricity sector, and the industrial sector under the Clean Air Act.?
Boxer?s public comments come a few months after another top Democrat, Senate Democratic Policy and Communications Center Chairman Chuck Schumer of New York, made similar comments to another group of reporters shortly after the election in November. Speaking at a Christian Science Monitor breakfast, Schumer noted the significance of EPA?s authority to regulate greenhouse-gas emissions and said that Congress could instead tackle smaller bits of policy, such as energy-efficiency legislation.
The statements by Boxer and Schumer that they won?t push big climate legislation and will defer to EPA on global warming are two of the clearest signals yet that the Democratic Party will not only defend the agency?s authority to regulate carbon emissions but that it will also follow through on the regulations, despite Republican criticism and industry pleas to slow down the rules. Boxer?s statement also came on the heels of Obama?s Inaugural Address, where he gave a full-throttled call to action on climate change.
After spending the past two years fighting over EPA and casting messaging votes on the agency?s carbon rules, Congress is poised for even more intense partisan clashes. This year?s fights will carry more weight as the agency gets closer to rolling out the regulations that will affect coal-fired power plants across the country. Senate Majority Leader Harry Reid, D-Nev., ensured during the last congressional session that no GOP-led efforts to pass legislation delaying or eliminating EPA?s climate rules can succeed. Boxer is confident Senate Democrats can beat back expected GOP efforts this Congress, too.
?We will stop it every time, let me just tell you that,? Boxer said.
A 2007 ruling from the Supreme Court is backing Boxer up. Republicans?with potential support from some moderate Democrats up for reelection in 2014?will nonetheless put up a big fight. Sen. James Inhofe, R-Okla., who has been the ranking member on the Environment and Public Works Committee during Obama?s first term, and GOP leadership in the House have vowed to keep trying to curtail EPA on a whole host of issues, especially climate change. A request for comment to the Environment panel?s new top Republican, Sen. David Vitter of Louisiana, was not returned.

WASHINGTON (AP) ? Beyonce lip-synced the national anthem during her rousing performance at President Barack Obama's inauguration, according to the U.S. Marine Band.
A band spokeswoman told news outlets Tuesday that the band was notified at the last minute before the performance that Beyonce would use a pre-recorded voice track. Band members played their instruments live with no intonation problems in the chilly conditions ahead of the national anthem, the spokeswoman said.
"The entire performance was live except for the national anthem," Master Sgt. Kristin duBois told The New York Times and other outlets. "We don't know why. But that is what we were instructed to do so that is what we did. It's not because Beyonce can't sing. We all know Beyonce can sing. We all know the Marine Band can play."
All inaugural music is pre-recorded in case weather conditions or other circumstances could interrupt the program.
A representative for Beyonce did not immediately respond to requests for comment. Kelly Clarkson's representative said she sang live to perform "My Country, 'Tis of Thee."
Inaugural organizers also did not immediately respond to requests for comment on why the musical plans were changed at the last minute.
The use of a recording is typical in big events. In 2009, cellist Yo-Yo Ma was questioned about "hand-syncing" for Obama's first inauguration. Ma said instruments weren't functioning properly in 19-degree weather.
Even in good conditions, producing good sound can be a challenge in a large open space.
Some artists choose to lip-sync. Whitney Houston's memorable performance of the national anthem in 1991 at the Super Bowl was sung to a track.

In its annual list of top 15 Canadian real estate investment markets, five of them are in Alberta, with the top two prospects being Calgary and Edmonton, sitting at first and second respectively. Airdrie placed sixth, Red Deer ranked eighth, and St. Albert landed in ninth place.
A rise in gross domestic product, dropping unemployment figures and a robust energy-based economy have been the biggest indicator signaling a green-light for real estate investment, particularly in Calgary.
?When you combine the economic fundamentals, the population growth, and a burgeoning provincial economy, it is easy to see why so many businesses and people have come to call the city home,? stated the REIN report, Top Alberta Investment Towns, issued late in 2012.
The timing for a provincial investment comeback is also striking when the rest of the country is bracing for market corrections in the real estate market, particular in Toronto and Vancouver, where housing costs can be up to a quarter-million dollars higher for a similar sized home in Calgary or even Edmonton.
It?s not merely more comparable cost of living that?s attractive. Gross Domestic Product figures of 3.4 per cent in Calgary and 3.0 per cent in Edmonton ? the highest in the country ? has created job growth and immigration to the Alberta cities, which in turn leads to greater housing demand. In Calgary, rental properties have skyrocketed, creating incentives for Calgarians to purchase homes instead. And with the economy in Alberta predicted to steadily sail unhampered through to 2019, such purchases spell greater returns on investment for the rest of the decade.
While Calgary?s fortunes rest largely on the energy sector, Edmonton enjoys a No. 2 ranking largely due to a more diverse economy and promises of a ring road system and better public transit to make the city more accessible to outlying neighbourhoods. Meanwhile, lower housing prices than what?s evident in Alberta?s two largest cities, combined with the spillover effects of their proximity to the fruitful Calgary-Edmonton economic corridor, make property in Airdrie, Red Deer and St. Albert attractive as well.
However, the fact that Calgary sales prices cited last December jumped by 6.9 per cent to $419,811 (an increase almost five times the national average), is prompting investor proponents to jump on the opportunities as soon as possible while properties are still relatively affordable.
The bottom line for investing in Alberta real estate? Said the report, ?The market is hot.?
