Ex-Marine pleads not guilty 5 Calif. murders (AP)

SANTA ANA, Calif. ? A former Marine convicted of killing three women in Illinois pleaded not guilty Friday to murdering five more women in California.

Andrew Urdiales entered the plea in Superior Court in Santa Ana, said Farrah Emami, a spokeswoman for the Orange County district attorney's office.

Authorities allege Urdiales killed five women in Orange, Riverside and San Diego counties between 1986 and 1995. Many of his victims were prostitutes who were repeatedly stabbed or shot.

Urdiales was convicted in 2002 of two murders in Illinois and a third in 2004 and sentenced to death. Two of those sentences were commuted to life without the possibility of parole in 2002 by then-Gov. George Ryan. When Illinois banned the death penalty, Urdiales' third sentence also was commuted to life without the possibility of parole.

Last year, Urdiales was extradited to Orange County, where prosecutors are seeking the death penalty.

Messages were left Friday for defense attorneys Lewis Clapp and Constance Istratescu.

Orange County prosecutors say Urdiales began a killing spree soon after moving to Southern California in 1984 as a 19-year-old Marine. He murdered four women while in the military and a fifth while vacationing in Palm Springs in 1995, four years after his discharge, prosecutors allege.

The cases went unsolved for more than a decade until Urdiales was arrested after his return to his native Illinois and confessed there to the California killings, prosecutors said.

Urdiales is being held without bail. His next court hearing is Feb. 10.

GTA III updated, now compatible with Transformer Prime

Android Central

The launch of Grand Theft Auto III on Android was a pretty big deal, but initially a lot of devices couldn't play it. Todays update among other features adds compatibility for the Asus Transformer Prime.

Support is also added for the Medion Lifetab, but even better is the added support for the Gamestop Wireless Controller. Controls are also improved for currently supported gamepads, and for the Sony Ericsson Xperia Play. New video display settings help you to tailor the visuals to your particular tastes.

And the final piece of the puzzle is that the game can now be installed to an SD card. For some this will be a most welcome update. Download links can be found after the break.

Business, social media to prevent babies with HIV (AP)

DAVOS, Switzerland ? Business and social media leaders teamed up Friday to tackle the transmission of HIV from mothers to babies, saying the medicine and the money are largely in place, and with the right organizational skills they can eliminate HIV-infected births by 2015.

John Megrue, CEO of Apax Partners U.S., will chair a business group that includes bankers and consulting experts and will help coordinate work being done by several governments and other international donors, as well as filling in gaps in the funding.

Women need to receive antiretroviral drugs to prevent the virus being passed to their unborn babies.

"There are no technological issues around it. There are no medical issues around it. It does not exist in the wealthy part of the world," Megrue said. "But there are still almost 400,000 children a year born ? primarily in sub-Saharan Africa ? with HIV."

Ambassador Eric Goosby, a top U.S. AIDS official, said that although the group set a goal of zero transmission by 2015, in reality about 13 percent of babies born to HIV-positive mothers will unavoidably be born with the virus.

Randi Zuckerberg, who founded RtoZ Studios after leaving the Facebook company that her brother Mark started, will lend the power of social media to increase awareness about the issue, by pulling in 1,000 influential Twitter and Facebook users in an expansion of an earlier social media effort to raise $200 million to fight malaria.

"I'm calling this a social good broadcast experiment," she said. "The long-term vision is for this to be a group of thousands or millions of people who can all broadcast in a coordinated manner where there is a global crisis."

Other business leaders involved in the project include Dominic Barton, managing director of consulting firm McKinsey & Co., and Cynthia Carroll, CEO of the mining company Anglo American PLC.

"AIDS," Carroll said, "should not be a disease of children."

Obama pushes colleges to keep tuition under control (Reuters)

ANN ARBOR, Michigan (Reuters) ? President Barack Obama, appearing before thousands of cheering students at the University of Michigan, touted his plan on Friday to reward colleges that keep their tuition under control with more federal aid as he makes school affordability a top election-year priority.

Obama, seeking to reform federal aid for students to pay spiraling college costs, unveiled fresh details of a proposal to make higher education affordable for more families that he first announced on Tuesday in his State of the Union address.

His plan is aimed at helping students pay for a higher education, which is seen as crucial for employment as the country is grappling with an 8.5 percent jobless rate. It also specifically targets the issue of income and access, a central focus of the November 6 presidential race that has zeroed in on the nation's widening wealth gap.

Obama's plan would have his administration redistribute campus-based aid, which is handled directly by schools, based on schools' performance: colleges that keep tuition costs in check and get students to graduate would get more money than other schools that do not.

"We're putting colleges on notice: you can't assume that you'll just jack up tuition every single year. If you can't stop tuition from going up, then the funding you get from taxpayers each year will go down," the Democratic president said at the speech that had all the trappings of a campaign event with striped bunting and a crowd-filled stage.

Obama couched his remarks in the broad populist themes of his re-election campaign - of sticking up for the middle class, rewarding companies for bringing jobs back home, and ensuring that the rich pay higher taxes.

"We should push colleges to do better. We should hold them accountable if they don't," he told a crowd of about 4,000 people.

Low-interest federal Perkins loans for poor students will also be expanded to $10 billion a year, the White House said in a statement. Another $1 billion grant will go to states that reform their higher education systems, it added.

Obama also called for a "college scorecard" that would give prospective students and families a uniform, easy-to-read look at information such as tuition and graduation rates across all universities -- just as labels on food packages offer a standard look at essential facts.

Other proposed changes would require congressional action, something many analysts and others see as unlikely in an election year.

Obama wants lawmakers to increase the number of work-study jobs over the next five years. He also has called on Congress to block an increase in interest rates on federal student loans set to take effect July 1, doubling from 3.4 percent to 6.8 percent for about 7.4 million students with Stafford loans, low-interest loans directly from the Department of Education.

European Lawmakers Want "Right to Be Forgotten" on Facebook, Google (Mashable)

European Internet users may be getting better control over information posted online, thanks to some proposed sweeping reforms lawmakers proposed Wednesday designed to protect digital privacy. The suggested law calls for a "right to be forgotten" and a "right to data portability." The former would require Internet companies such as Facebook and Google to completely wipe all of a user's info from their servers if such a request was made. The latter demands users be allowed to easily transfer data from one online service to another, a currently difficult task.

[More from Mashable: Google Thinks I?m a Middle-Aged Man. What About You?]

The "right to be forgotten" wouldn't be granted to users attempting to remove information relevant to a criminal investigation.

All online businesses operating in Europe would be bound to the new rules, whether or not they're based on the continent. Should web services fail to comply with these rights, they would be slapped with fines of up to ?1 million or up to 2% of the global annual turnover of a company (The total value of all products made in a 12-month period).

[More from Mashable: 10 Simple Google Calendar Tips and Tricks to Boost Your Productivity]

In the past, European Union (EU) member states have issued varying interpretations on existing digital privacy laws. Those different analyses have resulted in discordant levels of enforcement from country to country. If passed, this law would unify all 27 EU member states under a single set of privacy rules.

The EU argues this Europe-wide standardization would save businesses money by providing a sole definitive source of online privacy law for the continent. However, many internet companies depend on access to users' data for advertisement revenue.

A spokesman for European Union justice commissioner, Viviane Reding, told the BBC that the proposed laws are a means of protecting children and young adults who share details online which they later want removed for professional or personal reasons.

"These rules are particularly aimed at young people as they are not always as aware as they could be about the consequence of putting photos and other information on social network websites, or about the various privacy settings available," said spokesman Matthew Newman.

For the proposed new rules to become European law, they will need approval from the EU's member states followed by ratification from European Parliament. That process may take up to two years.

Do you think Internet users should be granted a "right to be forgotten?" Let us know in the comments below.

Scientists discover new clue to chemical origins of life

ScienceDaily (Jan. 24, 2012) ? Organic chemists at the University of York have made a significant advance towards establishing the origin of the carbohydrates (sugars) that form the building blocks of life.

A team led by Dr Paul Clarke in the Department of Chemistry at York has re-created a process which could have occurred in the prebiotic world.

Working with colleagues at the University of Nottingham, they have made the first step towards showing how simple sugars -- threose and erythrose -- developed. The research is published in Organic & Biomolecular Chemistry.

All biological molecules have an ability to exist as left-handed forms or right-handed forms. All sugars in biology are made up of the right-handed form of molecules and yet all the amino acids that make up the peptides and proteins are made up of the left-handed form.

The researchers found using simple left-handed amino acids to catalyse the formation of sugars resulted in the production of predominately right-handed form of sugars. It could explain how carbohydrates originated and why the right-handed form dominates in nature.

Dr Clarke said: "There are a lot of fundamental questions about the origins of life and many people think they are questions about biology. But for life to have evolved, you have to have a moment when non-living things become living -- everything up to that point is chemistry.

"We are trying to understand the chemical origins of life. One of the interesting questions is where carbohydrates come from because they are the building blocks of DNA and RNA. What we have achieved is the first step on that pathway to show how simple sugars -- threose and erythrose -- originated. We generated these sugars from a very simple set of materials that most scientists believe were around at the time that life began."

Joe Jonas, Jennifer Love Hewitt Cozy Up In 'Cleveland'

On the JoBro's latest episode of 'Hot in Cleveland,' premiering Wednesday night on TV Land, his and Hewitt's characters get engaged.

Jet-setting actor/musician Joe Jonas has once again made time in his busy schedule for a little stop through Cleveland — "Hot in Cleveland," that is, the popular show on TV Land starring Valerie Bertinelli, Betty White, Wendie Malick and Jane Leeves.

Jonas has a guest-starring role on the sitcom as the wayward son of Bertinelli's character. MTV News was lucky enough to visit the set of "Cleveland" on the day Jonas filmed his second guest spot, which premieres Wednesday night (January 25) at 10 p.m. ET. When we caught up with him for a few minutes between scenes, he shared some details about his return to the show.

"Being back on the show, [my character Will is] engaged, and I have to be engaged to Jennifer Love Hewitt, which is really nice," he said. "We're both sons and daughters of characters on the show, and we show up and surprise everybody. They don't expect us to be engaged."

Jonas said that while it was fun to work with Hewitt, their characters' engagement doesn't exactly last for long. "Both of our characters are really different. I think I'm a little bit blinded by the fact that she may not be the perfect person for me. I think we last probably less than Kim Kardashian in this," he joked.

Long engagements or no, Jonas said he loves his time on the show and would be happy to come back any time.

"I would love to be able to return again. The first episode when I left, people were like, 'Are you going to be back soon?' and I said, 'I think so.' I don't think my character passed away, so I think we're good. I don't die in this episode either," he added. "So I'm still around, so I could definitely come back if they'd like me to. I have a fun time being on the set and I love the cast; it's kind of like a family."

Are you excited to see Joe in "Cleveland" again? Let us know in the comments!

Unanimous Supreme Court: Get a warrant before installing GPS tracking device

The ruling upholds a broad right to be free from unreasonable searches. But it also highlights a struggle within the Supreme Court to balance law enforcement objectives with privacy concerns.

Law enforcement officials must obtain a court-authorized warrant before using a GPS device to track the movements of a criminal suspect?s vehicle, the US Supreme Court ruled on Monday, eliciting praise from privacy advocates.

In a unanimous decision, the high court said Fourth Amendment guarantees against unreasonable searches prohibit police or federal agents from affixing a Global-Positioning-System (GPS) tracking device to a private vehicle and then recording the vehicle?s every movement 24 hours a day for weeks or months without prior court approval.

The decision is a setback for the Obama Justice Department, which had argued that the Constitution did not hinder its use of tracking technology to monitor vehicles traveling on public streets.

The opinion in US v. Jones (10-1259) is important because it upholds a broad right to be free from unreasonable searches. But it also highlights an emerging struggle within the high court to establish a consistent method of analysis that properly balances law enforcement objectives with privacy concerns.

As the government deploys an increasingly sophisticated and intrusive repertoire of surveillance technologies, privacy advocates warn that zones of privacy are fast shrinking in America.

?We have entered a new and frightening age when advancing technology is erasing the Fourth Amendment,? said John Whitehead, president of the Virginia-based non-profit Rutherford Institute, in a statement.

?Thankfully,? he said, ?the US Supreme Court has sent a resounding message to government officials ? especially law enforcement officials ? that there are limits to their powers.?

Although all nine justices agreed that the government?s use of a GPS tracking device amounted to a search, the justices split 5 to 4 on how to properly analyze the issue.

Writing for the court, Justice Antonin Scalia tied the question to Fourth Amendment protections of the sanctity of private property against government trespass. He said the government needed a warrant not just to attach the GPS device to a piece of private property, but to attach the device with the intent of obtaining information.

?We have no doubt that such a physical intrusion would have been considered a ?search? within the meaning of the Fourth Amendment when it was adopted,? Justice Scalia wrote in an opinion joined in full by four other justices.

Joining Scalia?s decision were Chief Justice John Roberts, and Justices Anthony Kennedy, Clarence Thomas, and Sonia Sotomayor.

Justice Samuel Alito agreed with the general outcome of the case, but wrote separately to suggest the court should have based its decision on an examination of whether the owner of the monitored vehicle had a reasonable expectation of privacy in the long-term movements of his car.

Scalia?s property-based approach is ?unwise,? Justice Alito wrote. ?It strains the language of the Fourth Amendment; it has little if any support in current Fourth Amendment case law; and it is highly artificial.?

He questioned how it would apply in cases in which the government tied its surveillance to factory-installed GPS devices in vehicles or to smart phones equipped with GPS.

Three justices joined Alito?s concurrence. They were Justices Ruth Bader Ginsburg, Stephen Breyer, and Elena Kagan.

In past decisions in recent years, the court has examined whether a subject had a ?reasonable expectation of privacy? at the time of the particular government intrusion. Scalia?s private-property approach had fallen out of favor through disuse by the court, but according to Scalia, had never been overruled.

Nokia fined for spam texts in Australia (Reuters)

HELSINKI (Reuters) ? Australian regulators have fined Nokia, the world's largest cellphone maker by volume, A$55,000 ($58,000) for spamming customers and said the Finnish company should change its text message (SMS) marketing.

The Australian Communications and Media Authority said texts Nokia sent to clients as tips to get more out of their phones promoted the company without offering an 'unsubscribe' option as required by law.

Nokia said it has discontinued the service in Australia and was ramping it down elsewhere, adding unsubscribing was simpler on its current devices.

The regulator said Nokia had agreed to train employees engaged in SMS marketing about legal requirements.

"Some businesses are still not getting SMS marketing right. The same rules apply to SMS marketing as for email marketing, and the same rules apply to all businesses, big and small," said Richard Bean, acting chairman of the authority.

While advertisers have great hopes for cellphone marketing, including location-based services, potential hostility from customers has held them back.

The Australian regulator said it saw a 370 percent rise in reports from the public about SMS messages believed to be spam in 2010-11.

Giants vs. 49ers in NFC Championship: D?ja vu all over again?

What does NFL playoff history tell us about the New York Giants and the San Francisco 49ers? The Giants and 49ers have met in the NFL playoffs seven times in the last 30 years.

There are some New York baseball fans still upset with the Stoneham family for moving their Giants team west to San Francisco after the 1957 season. But that only has only added to the passion of the New York football Giants fans over the years when they've met with their brethren in San Francisco during the NFC playoffs several times in the past three decades.

The New York Giants and San Francisco 49ers first met in the post-season at the end of the 1981 NFL season. San Francisco, behind quarterback Joe Montana, prevailed and went on to win the franchise's first Super Bowl over the Cincinnati Bengals.

The two teams met three more times in playoff games during the 1980s, playing in consecutive seasons from 1984 to 1986. In that last year, the Giants won? their first Super Bowl over the Denver Broncos.

Then, at the end of the 1990 season, the Giants and 49ers faced off for the first time in the NFC championship game in San Francisco. In a tough defensive struggle, the Giants prevailed behind five Matt Bahr field goals, 15-13.

New York went on to win its second Super Bowl title, beating the Bills when Buffalo kicker Scott Norwood missed a late field goal attempt.

The Giants and 49ers met twice more in the playoffs in subsequent years. San Francisco beat New York in a 1993 NFC divisional playoff game and a 2002 wild card contest.

What to expect this Sunday

The 1990 NFC championship game could offer a window on this Sunday's contest, as the Giants once again boast a highly-rated defense. And the 49ers, despite giving up 32 points to the New Orleans Saints in the divisional playoffs last Saturday, have a defense that has improved steadily throughout this 2011 season.

Giants defensive tackle Chris Canty says that he's expecting a physical game: ?This is not going to be a cute football game. It?s not going to be for the meek and mild."

Is it ever in a NFL playoff match?

Both teams field productive offenses, with the biggest difference coming at quarterback. Eli Manning of the Giants is a seasoned leader, and has a Super Bowl MVP award to his credit. The 49ers' Alex Smith will be enjoying his first NFL playoff go-around.

Giants and 49ers fans: Who do you think will win this time around ? and by what margin of victory?

CameraBag 1.93 (for iPhone)

CameraBag 1.93 (for iPhone) ($1.99) is largely the same as version 1.4 of the app, which I reviewed in 2008, with some modest enhancements. On the upside, it now has 16 filters (up from 10 in CameraBag 1.4), it?s more stable, supports higher-resolution images, and lets you e-mail images from within the app. The downsides are that it still doesn?t let you adjust the images, and there?s no integration with social media. CameraBag is a solid and fun app, if one that's behind the curve, expecially when compared with newcomers like Instagram (free, 3 stars).

Other photo apps, such as Camera Genius ($1.99, 3.5 stars) and Camera+ ($1.99, 3 stars) now offer not only creative filters but shooting aids like timers and burst mode, and the ability to tweak contrast, saturation. Most can also upload images to Flickr, Facebook, Twitter, or their own online galleries. But CameraBag still has its place, and will appeal to those who crave a simple way to fancy up their iPhone photos.

CameraBag lets you transform your photos to resemble vintage photographic styles simply by clicking on the appropriate filter. Photo buffs will find it does a creditable job of imitating historical photo techniques, and even those who just want to spruce up their iPhone images should enjoy experimenting with this app. If you want to edit your photos, or upload them to social media or photo-sharing sites, though, you?ll have to use other tools.

Operating CameraBag is simple. When you open the program, you see a dark screen with four icons at the bottom: snap a picture, email an image, save an image, or load an image from your iPhone's photo library. This is actually a plus over some of the newer apps, which only let you manipulate photos taken within the app. After you select or shoot a picture, the name of the last-used filter appears above the image, such as Colorcross or Infrared.

Vintage-Style Filters

By tapping on the filter name, you get a list of all 16 filters. Their one-word names, such as Plastic, Fisheye, and 1974, give a clue as to the filter's nature. Tapping a name selects the corresponding filter. Shoot a fresh picture or import one from the photos stored on your iPhone, and a thumbnail of the image with filter applied appears in the center of the screen. Swiping a finger across the screen advances to the next filter, so if you keep swiping, you can see the image with all of the effects applied in turn.

The information icon at the screen?s top-left lets you access a Photo Options menu lets you save the original photo (if you?re shooting images from within the app), use borders or cropping (which, when enabled, are automatically applied when appropriate to a particular filter), and turn filters off so they don?t appear when you're swiping through the thumbnails. You can see the provenance for Instagram in some of this.

The filters themselves cover a wide range of styles, from professional and specialized techniques (Magazine, Fisheye, Infrared) to consumer snapshots (1974, Instant) and toy cameras (Plastic). Every photo is an opportunity to experiment, and you can't be quite sure in advance which filters will work best on a particular image without trying each of them.

Helga and Lolo mimic the pictures taken with the Holga and Lomo hobbyist cameras with similar names. These cameras have cult followings both despite and because of their significant optical flaws, which can create unusual effects. The filter names are slight variations on the camera names, presumably to avoid infringing on the camera companies' trademarks.

Helga produces significant vignetting (a reduction in brightness at the edges of photos, particularly in the corners), while Lolo pictures appear oversaturated, often to the point of garishness. Helga generally didn't appeal to me. Lolo's high saturation, on the other hand, detracted from many indoor shots and portraits, but it nicely enhanced some outdoor scenes. It was particularly good at twilight shots, for which it really punched up the color and brightness of the sky and city lights. Both Helga and Lolo crop images to a square format, as the cameras they're modeled after do.

Cinema crops images to widescreen format. This is good if the images were taken in landscape orientation, but it lops off much of the top and bottom of portrait-mode images. Not the most exciting filter.

Colorcross provides vivid yet hazy, darkroom-style colors, while Plastic oversaturates colors, usually reds and yellows. Mono provides good, balanced black-and-white images while 1962 produces high-contrast monochrome images reminiscent of that era. Silver evokes the early days of photography, with a silvery blue (and sometimes yellow) tint. Magazine provides rich tones, while Italiano gives the images a mild, sepia tint and adds a trace of vignetting. Lightleak adds a streak of brightness across the image.

The 1974 effect reproduces the style of the day's photos by rendering color images with a slightly yellowish tinge that I generally found warm and cheery. And, as you'd expect, Fisheye distorts images as though they were shot through a fisheye lens, while Infrared mimics the result you'd get shooting through an infrared filter. I liked the ghostly, negative-like look of many of the Infrared images I created. Fisheye works best in shots of overarching branches, tall buildings from below, or funhouse portraits.

The Instant mode provides wide-bordered Polaroid-style snapshots?though you won't experience the anticipation of watching the image slowly materialize on film. Original lets you save the image unchanged, even if you just shot it from within CameraBag.

CameraBag lets you choose between 4 settings for image size (width of 600, 800, or 1,200 pixels, or full size). Even at full size, saving an image is relatively fast (about 4 seconds).

A Little Too Retro

Whether you're a photography buff or just want to spruce up your iPhone photos, you're sure to have fun producing many intriguing versions of your iPhone images with CameraBag. Experimenting with the app is an adventure: Before you apply a filter, you never know quite what you're going to get. Some of your variations created with these retro filters may even look better than your original.

But speaking of retro, CameraBag just hasn?t kept up with the times: Many iPhone photo apps are more full-featured. Camera Genius lets you upload images directly to Flickr, Facebook, and Twitter, while Camera+ includes those services while adding Picasa and Tumblr to the mix. Camera Genius offers a wider range of filters, including many vintage ones, while Camera+ provides 27 different effects. They let you fine-tune your images, as do both Photoshop Express and Editors? Choice Snapseed (4 stars, $4.99), which are focused on editing. With CameraBag, you get to choose between filters, but that?s about all.

(AP) ? The CIA's top lawyer never approved sending a veteran agency officer to New York, where he helped set up police spying programs, The Associated Press has learned. Such approval would have been required under the presidential order that Police Commissioner Ray Kelly said authorized the unusual assignment.

Normally, when the CIA dispatches one of its officers to work in another government agency, rules are spelled out in advance in writing to ensure the CIA doesn't cross the line into domestic spying. Under a 1981 presidential order, the CIA is permitted to provide "specialized equipment, technical knowledge or assistance of expert personnel" to local law enforcement agencies but only when the CIA's general counsel approves in each case.

Neither of those things happened in 2002, when CIA Director George Tenet sent veteran agency officer Lawrence Sanchez to New York, former U.S. intelligence officials told the AP. While on the CIA's payroll, Sanchez was the architect of spying programs that transformed the NYPD into one of the nation's most aggressive domestic intelligence agencies.

The CIA's inspector general cleared the agency of any wrongdoing in its partnership with New York, but the absence of documentation and legal review shows how murky the rules were as the CIA and NYPD formed their unprecedented collaboration in the frenzied months after the 2001 terrorist attacks.

In a series of investigative reports since August, the AP has revealed that, with the CIA's help, the NYPD developed spying programs that monitored every aspect of Muslim life and built databases on where innocent Muslims eat, shop, work and pray. Plainclothes officers monitored conversations in Muslim neighborhoods and wrote daily reports about what they heard.

Kelly, the police commissioner, has vigorously defended the NYPD's relationship with the CIA. Testifying before the City Council in October, Kelly said the collaboration was authorized under the 1981 presidential order, known as No. 12333.

"Operating under this legal basis, the CIA has advised the police department on key aspects of intelligence gathering and analysis," Kelly said.

Kelly cited the section of the presidential order, 2.6c, that also requires the CIA's top lawyer to approve such arrangements, but he did not tell the city council that approval by the CIA's top lawyer was required.

The CIA's general counsel at the time, Scott Muller, did not approve the arrangement, former intelligence officials said, speaking on condition of anonymity because they were not authorized to discuss the matter. CIA lawyers, particularly those in New York, were aware Sanchez was working out of the NYPD offices but the rules of the arrangement were not documented in advance, the officials said.

Muller, now in private practice in New York, said he had not been following the issue and declined to comment. The CIA did not respond when repeatedly asked to explain the justification for Sanchez's assignment and why Muller did not sign off.

Sanchez, a CIA veteran who spent 15 years overseas in the former Soviet Union, South Asia and the Middle East, instructed officers on the art of collecting information without attracting attention. He directed officers and reviewed case files. Sometimes intelligence collected from NYPD's operations was passed informally to the CIA, former NYPD officials said.

The CIA's internal watchdog found nothing wrong with the partnership and concluded that the agency did not violate the executive order. U.S. officials have said that's in part because the CIA never instructed Sanchez to set up the NYPD spying programs.

U.S. officials have acknowledged that the rules were murky. They attributed that to the desperate push for better intelligence following the attacks.

Sanchez left the department in late 2010 but was followed last summer by a senior clandestine operative who holds the title of special assistant to David Cohen, a former CIA officer who runs the intelligence division. The CIA has asked the AP not to publish the operative's name. The CIA would not say whether its current general counsel approved his being sent to the NYPD.

The clandestine CIA operative's role at the NYPD remains unclear. Officially, he is there on a sabbatical to observe the NYPD's management. Kelly said the operative provides the NYPD with foreign intelligence. CIA Director David Petraeus described him as an adviser. Director of National Intelligence James Clapper described him to Congress as an analyst, then Clapper's office acknowledged that was incorrect.

The CIA's relationship with the NYPD has troubled lawmakers and top intelligence officials.

Sen. Diane Feinstein, D-Calif., chairwoman of the Senate Intelligence Committee, has said the CIA has "no business or authority in domestic spying, or in advising the NYPD how to conduct local surveillance."

Clapper also said it did not look good for the CIA to be involved in any city police department.

Silence is still golden for the Oscars (AP)

BEVERLY HILLS, Calif. ? If Oscar buzz is any indicator, Hollywood is on the brink of making Academy Awards history. For the first time, silent films may bookend the best-picture category.

The first ever film ? and only non-talkie ? to win the motion picture academy's top prize was director William A. Wellman's high-flying 1927 drama "Wings," starring Clara Bow and Buddy Rogers.

Now, the 2011 silent film "The Artist" is gathering some serious award-season momentum as a best picture favorite at the 84th annual Oscar ceremony on Feb. 26. The silent-period Valentine from French director Michel Hazanavicius has won numerous honors, including best comedy or musical at Sunday's Golden Globes.

Meanwhile, in a touch of silent symmetry, an extensively restored version of "Wings" thrilled celebrities and regular folks alike this week at special screenings sponsored by the motion picture academy. And next week, the restored "Wings" will be released on DVD.

"I know my father would be clapping," said William Wellman Jr. at a Tuesday night VIP screening at the academy's Beverly Hills headquarters. The son of the "Wings" director is author of "The Man and His Wings: William A. Wellman and the Making of the First Best Picture."

The "Wings" screening also served as a kickoff for an academy exhibit celebrating the 100th anniversary of Paramount Pictures, which originally produced the World War I saga.

In reality, it's pure coincidence that the "Wings" restoration and DVD release come at the same time as "The Artist's" mounting recognition on the awards circuit.

Nevertheless, "there's such a nice tribute to the history of cinema in ("The Artist"), that I'm thrilled about it," noted Andrea Kalas, a Paramount archivist who oversaw the "Wings" restoration. "And the fact that `Wings' gets mentioned in its context doesn't upset me in the least."

Improvement On Age-Old Mathematical Principle Could Yield Improved Images, Video

fouIt's not often that you improve on a bit of math that has been around for 200 years. The Fourier transform was first proposed in 1811 by a Frenchman named Joseph Fourier, though it wasn't until the middle of the 20th century that he was given the credit he deserved. His technique broke down a complex signal into a number of component signals, which could be transmitted or processed separately and then recombined to produce the original in a fairly nondestructive way. In 1965 the Fourier transform got a boost as James Cooley and John Tukey discovered a way to apply the transform on the fly using a computer. And now, in 2012, another major improvement has been proposed.

Improv Electronics Boogie Board Rip

Make no mistake: The Boogie Board Rip is neither a traditional tablet, like the iPad 2?($499, 4.5 stars), nor is it a drawing tablet, like the Wacom Bamboo Capture?($99, 3.5 stars). It is more of an electronic paper-replacement tool, like a clipboard and marker with unlimited paper and unlimited ink. Unlike previous writing tablets from Improv Electronics, the Boogie Board Rip is the first from the company with the ability to easily save your work and upload it to a computer.?The Rip is a simple and environmentally friendly solution for jotting down quick notes or momentary sparks of inspiration. But at $129.99, ditching the pen and pad and going green will cost you a lot of green.

Design and Use
The Boogie Board Rip measures 11.1 by 7 by 0.5 inches (HWD), with a fairly spacious 9.5-inch LCD writing surface. Above the writing surface are an Erase and Save/Wake button and a status indicator. The left side has a lock switch, while the right houses a microUSB port and a charge indicator. The included plastic stylus slides nicely into a slot on top of the Rip. The design is very minimal, with a dark-gray, plastic construction. The Rip is lightweight at only 11.5 ounces, making it easy to hold and also easy to carry in a backpack?it's definitely more portable than some of the monstrous 5-subject notebooks I lugged around in my youth. It comes with 8MB of internal storage, which is good for about 200 saved pages. The Rip charges via USB and, according to Improv Electronics, will last more than a week during typical use.

The stylus leaves a green trail on the surface as you draw, varying in width depending on how hard you press. You can see everything you draw, as you draw it, right on the LCD. To begin, you must first make sure the Rip is not locked, press Erase to start on a clean slate, and finally press the Save/Wake button before you start sketching and after you finish. The last part is most important, as the first few times I would forget and end up losing whatever I had sketched before pressing the button. The best way to ensure your input is being recorded is to check the status indicator, which will light up green to assure you the strokes are registering.

Though the Rip is pressure sensitive, it doesn't always record lighter strokes properly. This made it difficult to draw finer lines, as pressing down hard would make fat, marker-like strokes. The Rip saves files as PDFs, which you can manipulate later in a program like Adobe Illustrator. Pen strokes are recorded as black lines on a white background, and look sharper in digital form than they do on the actual LCD surface.?

Conclusions
The Boogie Board Rip is a great way to take quick notes and sketch out ideas, but the $130 price tag is steep. I had some friends visit over a weekend and use the Rip, which turned out to be a great source of entertainment. It reminded us of a disposable camera; we took turns sketching things throughout the day, and then at the end we uploaded all the files and saw what everyone had been drawing. If you can stomach the price, I could see the Rip being a great table activity for weddings or other parties. The Rip would also be a great tool for any situation where quick and easy visual communication is key, such as in a classroom, a business meeting room, or even for those who can't speak.

The Rip doesn't properly record every pen stroke, which is a problem if you are writing a lot of notes. It also doesn't double as an input device for computers; for that, you'll need something like the Wacom Bamboo Capture, which works as a drawing tablet and multi-touch input surface, although it doesn't display anything on its own. The Rip won't replace your standard notebook, but if you stick to drawing, it's a fun and simple way to record your sketches.

US: Strong signs Iran is giving Syria weapons (AP)

WASHINGTON ? A senior Obama administration official says a recent visit by the commander of Iran's elite Quds force to Damascus is the strongest sign yet that Iran is supplying weapons to aid Bashar Assad's crackdown on the Syrian people.

The U.S. has long said Iran is helping drive the deadly crackdown on dissent in Syria. But the official says the visit by Quds Force Commander Ghassem Soleimani provides a concrete example of direct high-level cooperation between Iran and Syria.

The official spoke on the condition of anonymity because the person was not authorized to speak publicly.

Iran is one of the few international allies that Syria has left after its nearly year-long crackdown.

Did the oldest tree east of the Mississippi spontaneously combust? (Yahoo! News)

The famous Florida tourist attraction burned down, but experts are at a loss to explain how

"The Big Tree," the oldest tree east of the Mississippi, was reduced to little more than a pile of ash this week. But unlike most forest fires, this tree burned from the inside out, leaving Florida officials struggling to explain the fire's cause.

The Central Florida landmark was an estimated 3,500 years old when it burned down on Monday. Officials have finally been able to officially rule out arson as a cause, but that ruling raises more questions than it answers.

The?Florida Division of Forestry has a number of possible theories. It's possible that the fire was caused by a weeks old lightning strike or that the tree's swaying in the wind generated a spark.

The loss of the prized cypress is somewhat devastating to the Florida community where it used to sit. It was the main attraction at Big Tree Park, generating tourism revenue for the area. Park officials are considering?building a memorial to the lost tree.

(AP) ? Dozens of civilians, NATO coalition troops and Afghan security forces were killed and wounded Wednesday when a suicide attacker blew himself up in a bazaar, according to the top commander of international troops in Afghanistan, who alleged that the Taliban's leader had "lost all control" of his footsoldiers.

U.S. Gen. John Allen condemned the attack in Kajaki district of Helmand province and said it was evidence that the insurgents had "declared outright war" on the Afghan people. While the Taliban work to intimidate civilians and kill anyone aligned with the Afghan government, the U.S.-led coalition emphasizes that civilians deaths should weaken the Taliban's appeal.

Daud Ahmadi, a provincial spokesman, said a suicide bomber on a motorcycle killed 12 Afghans, including two policeman, and wounded at least 23 other people.

A statement released late Wednesday by NATO headquarters in Kabul said the explosion killed and injured dozens of Afghan civilians, Afghan national security forces and coalition troops. The statement did not disclose further details about how many foreign troops had been killed or wounded.

"With today's horrendous attack at the Kajaki Sofla Bazaar, insurgents have once again destroyed the lives of dozens of innocent Afghan civilians," Allen said in the statement. "These attacks against the people of Afghanistan have no effect on the progress we are together making here with our Afghan partners and will only further isolate the Taliban from the process of peace negotiation."

Taliban leader Mohammad Mullah Omar "has lost all control over Taliban insurgents, otherwise he would immediately denounce these attacks and order his forces to stop attacking innocent Afghan civilians," Allen said.

More than a year ago, Omar, the Taliban's one-eyed, reclusive leader, did urge his fighters to try to avoid killing innocent civilians.

"Pay attention to the life and property of civilians so that ... your jihad activities will not become a cause for destruction of property and loss of life of people," Omar said in a message emailed to the media in November 2010.

Suicide bombings and roadside bombs, however, have continued to kill ordinary citizens along with NATO and Afghan forces. Taliban insurgents have assassinated hundreds of Afghan government officials and supporters in recent years, seeking to sap public confidence in President Hamid Karzai's administration.

Farther south in Helmand province, an Afghan intelligence official in Nad Ali district and two of this bodyguards were killed Wednesday in an explosion, Ahmadi said. A remote-controlled bomb was detonated as the intelligence official, Wali Mohammad Khan, walked out of his house.

He was the third local government official to be assassinated this week in southern Afghanistan, the birthplace of the Taliban insurgency.

On Tuesday in neighboring Kandahar province, a member of the Dand district council was assassinated while praying in a mosque in Kandahar city, and a member of the district council in Panjwayi was killed by gunmen on a motorbike.

Separately, NATO is investigating reports that five civilians, including one woman and two children, were accidentally killed during a night raid earlier this week in northeastern Afghanistan.

Sayed Fazelullah Wahidi, governor of Kunar province, said coalition helicopters fired into a compound Monday night in Chawkay district, killing two militants and the five civilians.

Coalition troops and Afghan special forces have been carrying out regular nighttime kill-and-capture raids against suspected insurgents across Afghanistan. But the operations and allegations of civilian deaths have provoked anger over foreign meddling in Afghanistan.

Karzai has demanded an end to the raids, saying that Afghan citizens cannot feel secure if they think armed soldiers might burst into their houses in the middle of the night.

Meanwhile, Afghan security forces said they had killed nine armed insurgents and captured 23 suspects in a series of raids in the past 24 hours.

An Interior Ministry statement issued Wednesday morning said the operations in eight different provinces also uncovered caches of weapons, ammunition and explosives.

The Afghan Defense Ministry says a soldier was killed and four were wounded in clashes with insurgents on Tuesday.

North Dakota Ad Might Be Racy, but it is Also a Success (ContributorNetwork)

COMMENTARY | The Associated Press is reporting an advertisement promoting tourism in North Dakota has come under fire for being too racy. As the article notes, the ad features two guys and three girls flirting through a window through a hotel bar. The Valley View News is even reporting the tagline -- "Drinks, Dinner, Decisions. Arrive a guest. Leave a legend." -- attracted a lot of negative attention on social media site Facebook. Of course, in a twist the ad actually worked.

Even though WDAY News is reporting the ad could be sending the wrong message, the point is that a message is being sent. When it comes to promotion, generally the more outlandish the better. Would Lady Gaga be as popular without the clothes and the attitude? A little controversy goes a long way, and can really stretch advertising dollars.

According the AP report the ad has been removed from the website, but there can be little doubt folks around the U.S. are talking about tourism in North Dakota. Sure, the tagline is a little suggestive, but it is not like this was the first time sex was used to sell something. The advertising agency that created it should be commended, because the message was delivered. Really, the ad could not have performed any better if it was scripted.

The bottom line is that successful advertising gets people talking. Once that talking turns into clicking and researching, the effectiveness of any particular campaign is increased dramatically. All the uproar means is that folks actually took the time to find the ad, which means the ad worked. In this particular case, the flirty photo with a suggestive tagline gets people thinking and maybe even dreaming, about what is up to the individual person. If nothing else, North Dakota looks a lot more fun than it did last week.

Exclusive - Disney: Mickey's next stop is China (Reuters)

NEW YORK (Reuters) ? Mickey Mouse and Winnie the Pooh are setting up shop in China.

Walt Disney Co is on track to open its first store in China in Fall 2012, and is committed to opening 25 to 40 stores in the world's most populous country over the next three years, a top company executive told Reuters.

The news comes as the world's largest media conglomerate, home to iconic brands such as Mickey Mouse and Winnie the Pooh, looks beyond mature markets such as the United States and Europe for new sources of revenue.

"China is very important to overall Disney company plans, obviously with the launch of the Shanghai Disneyland Park. So, it is probably the newest country that is getting the most focus," Jim Fielding, president of Disney Stores Worldwide, said in an exclusive interview. Disney broke ground on the Shanghai Disneyland theme park in April 2011.

Also, the Chinese are not new to the Disney brand.

"Because the licensing division has had a presence in China already, there is affinity for the brand and affinity for characters," he said. "The market is ready."

Disney has signed a lease for its first store in Shanghai and is looking at sites in other top tier cities such as Beijing, Fielding said.

"We are focusing on tier-one cities in very high population and tourist locations, very similar to what we look at around the world," Fielding explained.

The difference will be in Disney's strategy to woo the Chinese.

"The product assortment is definitely localized to Chinese consumers and Chinese knowledge because they don't know all the Disney characters that people know in America and in Europe," he said.

For instance, he expects Disney's China stores to carry more products under the Mickey Mouse and Winnie the Pooh labels and fewer of the Princess dolls.

Disney refused to shed light on how much it planned to invest in China.

Rising consumer wealth and a huge population make China an attractive destination for many global companies, but cracking the Chinese market has not been an easy task, with challenges ranging from counterfeiting to cultural differences.

For instance, U.S. electronics chain Best Buy closed all of its namesake stores in China last year to cut costs. Toy maker Mattel shut its six-story flagship Barbie store in Shanghai early last year.

EUROPE STILL CHALLENGED

While Disney is excited about its prospects in China, it is not as optimistic about other markets.

"The European business is extremely challenging right now," Fielding said citing economic pressures in the region. "The North American and Japanese markets are ... stable for us."

Disney, which opened its first store in 1987, launched a new retail format in 2010 and has been making a push in the past year to take its highly interactive, retail format to upscale malls in newer markets, on both sides of the Atlantic.

The company plans to open 13 new and remodeled Disney Store locations in North America this year, with Colorado, Connecticut, Delaware, Utah and Virginia, all on tap to get their first new concept stores. In Europe, Disney plans to open its newly designed store in Milan, Italy next month.

Disney's new retail format sports more features to entertain shoppers, such as a table where kids can assemble cars from the popular Disney-Pixar "Cars" movie to a two-story princess castle that kids can enter.

Disney, which already has more than 200 North American stores, more than 40 locations in Japan and more than 100 stores in Europe, has said it aims to convert all of its current stores to the new format as part of a five-year plan.
